FEMA OCIO Specialized Cost Services Task Order

The Contractor shall provide the FEMA OCIO Standard Information Technology (IT) Investments direct support to conduct financial estimates and analyses. The Contractor shall conduct and develop financial estimating and analysis in a variety of subject areas. The Contractor, either as a prime or through a teaming arrangement, shall, at a minimum, have expertise and cost estimating experience in the following: IT/Agile Software Development Software as a Service (SaaS) Software as a Platform (SaaP) Cloud Enterprise Computing End of Life Systems Data Migration IT Security IT Modernization Acquisition Lifecycle Framework, including Systems Engineering Lifecyle Product Deliver and Output processes and models (FEMA OCIO Standard Information Technology (IT) Investments) Services shall include, but are not limited to: Supporting FEMA OCIO Standard Information Technology (IT) in the development of budget estimates, collection of cost data, and cost studies. Ensuring the projections of the Life Cycle Cost Estimate (LCCEs) analysis are accurate, credible, comprehensive, well-documented, and timely in accordance with DHS Management Directive (MD)-102 and the DHS Financial Management Policy Manual (FMPM) or component guidance, based on individual Blanket Purchasing Agreement (BPA) order requirements. Supporting the integration of budget and cost estimating, analysis, policies, processes, people, and tools to ensure that acquisition and resource decisions are informed with accurate data and comprehensive analysis. Provide training to Agency personnel in the configuration and maintenance of the Cost Model, including Quarterly brown bag sessions, and individual training sessions as required.
