Description
The contractor will provide Artificial Intelligence (AI) development and advanced program transformation services to U.S. Customs and Border Protection (CBP). This includes designing, developing, testing, deploying, and maintaining AI and machine learning (ML) models and applications, modernizing legacy systems, integrating new technologies, and offering consultation, assessment, and data science strategy implementation.
2.1 AI-Driven Software Development:
The contractor will support the Passenger Systems Program Directorate by:
- Developing software, reusable code, and DevOps capabilities using Large Language Models (LLMs) and CBP-approved AI tools to enhance automation, scalability, and integration/deployment.
- Using AI tools to accelerate software delivery and automate unit test case creation and execution.
- Streamlining trouble ticket disposition and closure.
- Implementing consistent user interfaces across all device types using AI and LLMs.
- Supporting new development or UX/UI projects as staffing allows.
- Providing software development and systems integration as directed by the Contracting Officer s Representative (COR).
2.2 Program Support:
The contractor will assist with:
- Responding to CBP documentation and reporting requirements, including TECS acquisition program needs.
- Supporting CBP acquisition milestones, such as business case reviews, operational analyses, program management reviews, and system health/risk reporting.
- Assisting initiatives to improve cost efficiencies.
- Supporting data retention requirements and recommending streamlined data collection and retention methods.
- Developing and automating standardized reports for key program performance parameters.
- Supporting GAO and DHS OIG audits as needed.
- Identifying, documenting, and tracking program risks per TECS and PSPD guidelines.
- Supporting the DHS Cost Wise Readiness (CWR) initiative by tracking required metrics.
- Collaborating with CBP Records and Information Management (RIM) to document and progress records schedules.
- Conducting regular data retention meetings with RIM, providing agendas and minutes.
- Collecting and curating all records schedules and related documentation in a central repository accessible to PSPD staff.
2.3 Research and Analysis:
The contractor will provide research and analysis support, including:
- Conducting cloud optimization research, reviewing architecture, identifying open-source alternatives, and facilitating management discussions.
- Identifying cost avoidance and savings opportunities.
- Reviewing new cloud solutions for compliance with standards and CBP platform constraints.
- Advising the PSPD Program Manager on solutions, identifying weaknesses, and recommending alternatives.
- Coordinating with system integrator development, architecture, CBP Cloud Infrastructure Management (CIM), Microsoft Azure, AWS, and ModulAr GCP Environment (MAGE) teams to resolve issues.
- Participating in change request reviews to clarify scope and raise important questions.
- Liaising with account representatives, technical support, other directorates, CTO, and CDO to discuss and validate technical solutions.
- Providing independent assessments of proposed cloud solutions or efficiency opportunities to PSPD leadership, in written or verbal form as requested.
