1. WORK LOCATION BASE: Point Mugu BUILDING NO.: PM Airfield 3. PROJECT TITLE: Repair Pavement Taxiways A & B 4. IMPACT: In July 2021, an Airfield Pavement Condition Survey was completed at NBVC, Point Mugu by a Pavement Evaluation Team from Naval Facilities Engineering Command Southwest. The Pavement Condition Index (PCI) method was used to perform the condition survey on all active airfield pavements. All taxiways in this project do not meet the minimum criteria provided in the PCI survey, which is 60 for taxiways and 50 for shoulders. Taxiways A and B were given a Risk Assessment Code (RAC) 1, meaning, existing conditions produce serious life safety hazards by increasing Foreign Object Debris (FOD) hazards and damaging naval aviation assets. Airfield pavements have deteriorated from wear and exposure to the elements. Surfaces have become pitted and cracked with small pieces breaking out, creating the FOD hazard for aircraft operating on the runways, taxiways, and parking aprons. If FOD is evident, proper maintenance should be performed regardless of the PCI value. Cracks in the airfield pavement surfaces have deepened with time and usage and has permitted water to penetrate into the sub-base, which supports the flexible pavements. In flexible pavements, the integrity of each element depends upon the integrity of the element below it. Delay in correcting the deterioration of these airfield pavements will result in further deterioration of the sub-base supporting the entire pavement structure rendering the pavement surface unusable for aircraft.
